Born in Santo Domingo, Dominican Republic in 2001. His father, Juan, was a technician with a little shop, and his mother, Elena, was a teacher. The family was comfortably middle-class and not struggling. When he was six years old, his parents chose to move to the United States for better opportunities. They found a cozy flat within the Los Flores area of Los Santos, San Andreas. The move was tough, but his parents worked hard. His father worked in an auto repair shop, and his mother was a teacher's assistant. He quickly adjusted to his new environment, selecting in basic school and learning English with the help of his teachers. His cherish for learning and determination to succeed allowed him to exceed expectations. In 2019, he graduated high school and received a diploma. By 2023, he had graduated from the University of San Andreas with a degree in criminal justice at age 22. While he was a student, he also passed driving school and received a driver's license. After graduating, he decided it was time to move out and live on his own. He found a little apartment in Commerce, near the Los Santos Police Department. Victor joined the Los Santos Police Department and wasn't satisfied by the environment. As an attempt to find a better workplace, Victor resigned from his position as a police officer and applied for the Los Santos Sheriff's Department.
