Randy was born at Angel Pine Medical Center in Whetstone, San Andreas, on April 3rd, 1982. His parents, Dietrich and Maryanne, raised him in a Baptist Christian household. He was baptized and became a Christian on April 20th, 1996. The Winters family had very little money to their names. Randy was their only son.

His father, Dietrich, was a raging alcoholic and often ranted about what he saw as a decline in patriotism. Often, Dietrich would blame black culture for destroying the country he loved. He lived on a mix of welfare and disability after his service in the Vietnam War left him with severe health problems. His mother, Maryann, worked as a nurse at Angel Pine Medical Center.

When Randy was seventeen, his father had a heart attack and passed away. Maryann fell into a crippling depression and soon after lost her job as a nurse. With few job prospects, and difficulty even getting out of bed, she turned to methamphetamine to perk up her moods. Randy was left as the sole earner in his household, since his mother didn’t work, and enlisted with the Army in March of 2001.

After graduating from boot camp and advanced infantry training, his first assignment was as an Indirect Fire Infantryman. Three years later, the Afghanistan conflict would begin and Randy was deployed as part of Operation Enduring Freedom. He would be deployed six times in his 19 year career, retiring as a Sergeant First-Class (E-7) in March of 2019. During this time, he developed a deep hatred of the middle eastern people, having seen them cut down many of his friends during the conflict.

Earlier in life, he was politically homeless. Having seen the horrors of the war in Afghanistan, he distrusted the politicians of the post-9/11 era. In 2014, however, he embraced a new force that he began to believe had his best interests in mind — Donald J. Trump. He oriented himself behind pseudo-worship of Trump, reawakening long-suppressed classically conservative beliefs.

After leaving the Army, Randy returned to his home in Whetstone. He soon found work in Los Santos as a construction worker. He worked in construction from 2017 to 2022 until sustaining a severe knee injury. During rehabilitation, he developed an addiction to opioids. He lost his job, his home, and a girlfriend he had at the time. As a result, he found himself homeless and addicted to both the bottle and to pills. He hated himself and found himself suicidal.

Throughout 2023 and 2024, he battled addiction with a brief stint in a psychiatric hospital then later drug and alcohol rehabilitation. He began attending Alcoholics Anonymous and Narcotics Anonymous thereafter, committing himself to sobriety. He began going to therapy in November of 2024 and began to clean up his life, still living in his trusty old tent. Doing odd jobs to keep himself fed and in therapy, his prospects began to improve as he was given a chance at a local butcher shop. He soon after bought himself a used 1990 Ford F-150 which he thusly named Beatrice. He found himself an apartment in Blueberry and began regularly showering again. His life has officially returned to stability, and he has found a certain contentment in his existence.

Randall’s motivation for joining the Sheriff’s Department is to continue serving his country in civilian law enforcement as he served his country in the military. After retiring fron the military, he ran into a rough patch of employment and disability. He has found that other jobs are not suited to his abilities — being in construction , working as a butcher, working as a security guard and truck driver. None of his recent jobs since retiring from military service have been suited to his primary talents. This being the case, he seeks employment that “scratches the itch” of serving his country while being physically intensive as well. He also believes that serving in law enforcement will keep him honest in his sobriety because peace officers are have sufficient physical fitness and wellness standards that a break in his sobriety would be instantly recognized.
