SYNPOSIS:
On June 05, 2024, an Internal Affairs Bureau (IAB) Force and Shooting Rollout Team comproised of Sergeant Steve Koman responded to the above location regarding a Category 3 use of force. A Detective Sergeant [REDACTED] assigned to East LS Station's Detective Bureau, was engaged in a traffic stop with a Burrito and subsequently used force against Suspect Silver Owlett. During the incident, Suspect Silver Owlett was tazed by the East LS DB Sergeant and later went into irreversible cardiac arrest following the utilization of Department-issued Taser.
Suspect Silver Owlett was later declared dead at approximately 2353 hours following unsuccessful attempts of cardioversion.
CASE SUMMARY:
On June 04, 2024, at approximately 2250 hours, an East Los Santos Station DB Sergeant attempted to a stop a vehicle that was operating recklessly on the road in a way that endangered motorists and posed danger to pedestrians. Sergeant [REDACTED] approached Suspect Silver Owlett and received her driver's license and registration. After identifying Suspect Silver Owlett, Sergeant [REDACTED] lawfully ordered Suspect Silver Owlett to step out of the car. Suspect Silver Owlett refused to get out of the car.
Sergeant [REDACTED] activated duplex patch and put out radio transmissions, requesting assistance for uncompliant suspect. Sergeant [REDACTED] then attempted to open the door initially by opening the door from the outside. The door was locked. Sergeant [REDACTED] then reached into the car to unlock it. Suspect Silver Owlett started physically resisting and fighting with Sergeant [REDACTED]. Sergeant [REDACTED] yelled at Suspect Silver Owlett and told her to stop resisting and fighting. Sergeant [REDACTED] deployed his taser and discharged it once. Suspect Silver Owlett fell unresponsive following the taser deployment.
SEB units responded to the location of the incident, including a field supervisor and an SEB paramedic, Lieutenant [REDACTED] (Unit 242L). Upon arrival, Lieutenant [REDACTED] and his partner, Deputy [REDACTED], rushed over to provide qualified medical aid. Cardioversion was attempted, however, the cardiac arrest was irreversible. Suspect Silver Owlett was declared dead.
CASE CONCLUSION:
Internal Affairs Bureau's Force Rollout Team has concluded that the Use of Force conformed to Department policy. Additionally, the IAB Force Rollout Team has recommended the following action(s):
- Forward the case to SEB unit commander to launch a unit-level investigation into the procedural conduct of responding SEB units.
